In 1925, after prompting from the Presbytery of Washington City, the General Council founded a commission to found "a National Church in our Federal Capital," and appointed Rev. George B. Stewart (1854-1932) as its Chairman. In 1930 it contracted with the newly merged Covenant-First Presbyterian Church (Washington, D.C.) to become the National Presbyterian Church, pursuant to the fulfillment of certain legal and financial terms.
